How to apply for Good Conduct Certificate

Conditions for granting Good Conduct -Police Clearance- Certificate (PCC) (For those applying from Qatar)

1. For Employment

The PCC applicants who submit the application for employment purposes shall attach the following documents with the application:-

For Expatriates:

  • Offer letter from the employer addressed to the Director of Criminal Evidences and Information and Department (CEID).
  • Sponsorship transfer application form attested by the General Directorate of Border Passports and Expatriates Affairs (For male applicants).
  • Copy of the ID card and passport
  • 2 passport size photos (4*6 cm)
  • Police Clearance Certificate from his country or embassy attested by the Foreign Ministry of Qatar and concerned authorities.
  • No objection certificate from previous employer if applicable (For female applicants).
  • Fee: 10 Qatari Riyals

For Qataris:

  • Offer letter from the employer addressed to the Director of Criminal Evidences and Information Department (CEID).
  • Copy of the ID Card
  • 2 passport size photos (4*6 cm)
  • Educational certificates
  • No objection certificate from previous employer (If applicable)

2. For the purposes education and migration, etc

If the PCC is intended to use abroad for the purposes such as education and migration etc…, the applicant shall attach the following documents with the application:-

For Expatriates:-

  • Copy of the passport and ID Card
  • 2 passport size photos (4*6 cm)
  • Fee: 10 Qatari Riyals

For Qataris:-

  • Copy of the ID Card.
  • Copy of the ID Card.

 3. For the purpose of marriage, commercial activity, etc

Those applying for the PCC for the purpose of marriage, commercial activity, formation of establishment or organization, customs clearance employees, opening lawyer’s office, exchange companies, veterinarian and licensees of independent schools shall attach the following documents with the application: –

For Expatriates:-

  • Letter from the concerned authority for which the applicant works for addressed to the Director of Criminal Evidences and Information
  • Copy of the passport and ID Card
  • 2 passport size photos (4*6 cm)
  • Police Clearance Certificate from his country or embassy attested by the Foreign Ministry of Qatar and concerned authorities.
  • Letter from the sponsor (For male applicants)
  • Fee: 10 Qatari Riyals

For Qataris:-

  • Letter from the concerned authority for which the applicant works for addressed to the Director of Criminal Evidences and Information Department (CEID).
  • Copy of the ID Card
  • 2 passport size photos (4*6 cm)

Requirements for applying for Police Clearance Certificate (PCC) from outside the country

  • Clear copies of relevant pages of applicant’s current passport and old passport that was used while in Qatar with personal particulars, residence permit, dates of first entry to the country and last exit from the country.
  • Full set of fingerprints (original) duly attested by a competent government authority at the country of the applicant.
  • Three recent passport-size photographs
  • Original of Good Conduct Certificate (No criminal record / conviction certificate) from the local police authority from the country of applicant duly attested by a competent government authority.
  • Letter explaining the purpose for which the certificate is required.
  • US$ 10 (Ten US Dollars) in Cash as processing fee

Notes:

  • If the applicant (male) is a Qatari who didn’t pass the secondary school examination and less than 30 years old, should submit a No-objection certificate issued by the Qatari Armed Forces or by the Ministry of Interior if he is under 25 years old and didn’t work previously in the Ministry of Interior or Armed Forces to work in a government authority.
  • If the applicant is a resident born in Doha doesn’t have to attach the PCC from his country with the application for the PCC from Qatar. But he should attach a copy of the birth certificate with the application. Those who entered the country while they were under 16 years old should produce a copy of the passport that contains the date of first entry to the country.
  • No objection letter from the sponsor + Copy of the ID card of the sponsor (For females)
  • The applicant can ask a relative or a friend in Doha to pay the processing fee for the certificate in Qatari Riyal on behalf of the applicant and can also receive the PCC on behalf of the applicant

Summary:

If you are not a citizen of Qatar

– If you live in Qatar: (for more than 6 months):

  • You must apply in person OR ask a representative (a friend, relative or colleague) in Qatar, with a power of attorney, to apply on your behalf, and bring:
  • Two photographs (4×6 cm)
  • A copy of your current passport and ID card
  • A copy of your residence permit
  • Applicable fees

– If you live outside of Qatar: (but have lived in Qatar for more than 6 months)

You can:

  • Return to Qatar and apply in person OR ask a representative (a friend, relative or colleague) in Qatar, with a power of attorney, to apply on your behalf at the Criminal Evidences and Information Department (CEID) and follow the instructions above.
  • Visit  your nearest Qatari Embassy or consulate
  • By express mail

You or your representative must bring/send:

  • A letter explaining the purpose for which the certificate is required
  • Original fingerprints certified by the Ministry of Foreign Affairs and the Qatari Embassy in the country where you are currently residing.
  • A copy of the passport that you used in Qatar
  • A copy of your old or expired residence visa in Qatar and ID card
  • A copy of your current passport
  • Three photographs (4×6 cm)
  • Applicable fees

Special notes and considerations

Do I need to provide a Police Certificate for Express Entry?

Yes. If you are Invited to Apply (ITA) for Permanent Residence, you need to upload a police certificate in your Electronic Application for Permanent Residence (e-APR). Please follow the instructions above to get your police certificate.

NOTE: CIC will not accept police certificates sent by mail for Express Entry applications.
