How to apply for Birth, death, ID cards and Criminal clearance certificate for residents and Qatari citizen

Authentication of Personal Status Documents Through Foreign Ministry

You may submit a request to the Consular Affairs Department to get your personal status documents authenticated. This service is aimed at legalizing civil status documents to be used abroad and outside the State of Qatar. Such documents include:

• Birth and death certificates (for Qatari citizens and residents).

• Copies of passports and ID cards (for Qatari citizens and residents).

• Criminal clearance certificate (for Qatari citizens).

• Criminal clearance certificate (for residents).

• All that is related to individuals.

Offline Instructions

• Submit the document requiring authentication to the Legalization Section at the Administration Building of the Consular Affairs Department.

• Pay appropriate fees.

Service Center

• Legalization Section at the Administration Building of the Consular Affairs Department from 7:00 am to 1:00 pm.

• Governmental Services Centers in Musaimeer, Alwakra, Um Selal, Alzubara on two shifts as follows:

• Morning shift from 7:30 am to 1:00 pm.

• Evening shift from 3:30 pm to 7:00 pm (Except Alzubara).

• Diplomatic and consular missions of the State under the supervision of the Consular Affairs Department.

Request Certificate from already Authenticated Records

You may apply online to the Documentation Department at the Ministry of Justice to obtain a certificate proving that there is a document previously authenticated and kept by the department. This certificate may act exactly as the original document.

Online Instructions

• Enter Sak e-gate, and log in as Hukoomi user.

• Select Signature Authentication Services from the list of Documentation Department services.

• Select “Certificate from Authenticated Records”, then modification of first party (applicant) data.

• Select your identity and confirm your choice, then click on “Save”.

• Enter the required information, select forms and click “Save”, then submit your application.

• Attach copy of Qatari ID, commercial registration, establishment ID, power of attorney, letter from Authority of Minors Affairs, passport and document of authentication.

 Additional Information

• The system identifies the applicant through logging in.

• In case the transaction is reapplication, the system will display the rejected application data, then the user will have to review and modify the data and resend it in no more than 15 days from the rejection date or, otherwise, it will be canceled.

• In case the transaction is “complete transaction”, the system will display the “incomplete” application data, and the user will have to review the data then complete the application and send it. In case the application is not completed within seven days, the transaction will be canceled.

• In case the application has been rejected before, the system will issue a new number for the transaction.

• After logging in and selecting the type of transaction, the system will display the applicant data (identity proof type, identity proof number, card expiry date) through the user’s registration data as a first party. The system is not allowed to modify or cancel the first party’s data registered in login data.

• No data shall be displayed through linkage with other entities.

• The party’s data is verified through QID number – expiry date.

• The applicant must be a resident/citizen and registered in Hukoomi database, and must be verified as being alive.

• The first party in a transaction can be more than one person.

• The applicant cannot be repeated with the same identity or the same identity proof data.

• It has to be confirmed the applicant is not on the forbidden from disposition list.

• It is not allowed to amend in the selected forms or add text to the subject in case of the automatic date proof number, and, consequently, not to select forms.

• The applicant should be the one who is mainly concerned with the main transaction related to the certificate.

• The status of the main document must be shown (as the contract may be abolished, and so a massage must be shown to clarify this).

• A transaction can be completed through visiting any of the single window OSS branches of the ministry.

Fees

A fee of QR10 applies for each copy.
