Ministry of Foreign Affairs Qatar

Following the decree law No 11 of 1969 and the decision No 8 of 1970 regarding setting up of sections of the department for foreign affairs, two laws were issued in 1971 to establish the Ministry for Foreign Affairs in Qatar.

The subsequent law No 26, which was issued in December 1971, was issued with regards to the diplomatic and consular corps system, and on designating the diplomatic missions to include embassies, commissions, consulates and the offices of the permanent delegation of the State of Qatar abroad.

After the issuance of law No 26 of December 1971, subsequent laws in 1976 and the law No 13 for 1993 were issued to organize the ministry of foreign affairs, assign its functions and outline its organizational chart. In 2005 a new law was issued to define the functions of the ministry of foreign affairs as follows:

  • Highlight the State of Qatar, its values and polices, while protecting the country’s interests abroad.
  • Propose foreign policy plans and work to implement them in coordination with concerned agencies in the state.
  • Establish contacts and conduct talks in preparation to conclude agreements and conventions; and take the required actions with regard to their conclusion, implementation and supervision.
  • Conduct contacts with the Qatari ministries and authorities, foreign governments and their diplomatic missions and the regional and international organizations.
  • Draft and propose Qatar’s foreign policy to H.H. the Emir for approval.
  • Organizes the diplomatic and consular representation with Arab and foreign countries, and regional and international organizations.
  • Protect and represent the interests of Qatar and its people abroad.

  • HE was appointed first deputy prime minister while retaining his post as a minister of foreign affairs. In April 3rd 2007 he was appointed prime minster while retaining his designation as minister of foreign affairs
  • HE Dr. Khalid Bin Mohammed Al Attiya was appointed minster of state for foreign affairs in 2011
  • HE Dr. Khalid Bin Mohammed Al Attiya was appointed minster of foreign affairs on 26/6/2013.
