Nod to draft law on property ownership by non-Qataris

The Cabinet has given its nod to a draft law on the regulation of ownership and usage of properties by non-Qataris in the country.
The matter has been referred to the Advisory Council, the official Qatar News Agency (QNA) reports.
Under the terms of the draft law, non-Qataris may own and use properties in Qatar “in accordance with conditions specified by a decision of the Cabinet and based on suggestions of the commission for regulating non-Qatari ownership and use of real estate”, the report states.
In all cases, the “right of usufruct granted to a non-Qatari shall not expire with his death, and shall be transferred to the heirs unless both parties agree otherwise”, according to the draft legislation.
Provisions of the draft law will apply to “land space, buildings and residential units, as well as detachment units in residential complexes”, QNA adds.
After HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired the Cabinet’s regular meeting at the Emiri Diwan on Wednesday, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Hassan bin Lahdan al-Hassan al-Mohannadi said the Cabinet also approved a draft decision of the Minister of Interior on amending some provisions of the Interior Minister’s Decision No 8 of 2012 on the conditions and procedures for licensing the establishment of security training centres and organising their work.
It also gave its nod to a draft decision of the Minister of Interior on amending some provisions of the Interior Minister Decision No 9 of 2012 to determine the licensing fees of private security services companies and the medical examination of their employees, as well as for the rental of firearms and licences for private security training centres and the provision of security consultations.
Meanwhile, the meeting approved a joint work mechanism between the Ministry of Finance and Qatar Fund for Development to determine the types of scholarships offered to non-Qatari students through the adoption of the Qatar Scholarship Programme, QNA said.
The Cabinet also approved a ratification of the agreement on co-operation in education between the governments of Qatar and Panama.
